Parish Council warns Audit Commission

Strange but true – a local parish council in Stanford in the Vale may entwine with the Audit Commission due to over charging of its financial accounts for the years 1997 to 2001.

Parish council chairman, Mr Gerry McMorrow and his members are threatening an unprecedented move to inform the Accountancy Investigation and Discipline Board about the Audit Commission's failure to take account of proceeds realized from a land sale in 1987.

Mr McMorrow claims the then District Auditor, Mr Stephen Warren, was informed of the sale some time later and therefore it was accounted for. However, Mr Warren is now checking the parish council’s finances for the years 1997 to 2001 and claims an interim payment of nearly £3000 is required, as extra work was needed due to past financial irregularities.

Mr McMorrow stated that the Audit Commission usually require an annual audit fee of £500 to £600. In defence of the parish council, Mr McMorrow continued, “Had the auditor listened to us, this extra work would not have been needed.”

The Audit Commission confirmed that they would be looking into the fee issue but Mr McMorrow said unless the parish council was satisfied with the Audit Commission's investigation, they could well refer the case to the AIDB.

Obviously, maladministration and injustice does not only embroil the citizen. Even the very ‘pillars’ of public protection are not immune to the system they enforce.
